Start the language
Chinese-taught programmes need HSK; English-taught need IELTS or TOEFL. Language takes months, not weeks.

Translations, notarisation, legalisation or apostille. This stage almost always takes longer than people expect.
Sit the exams
Language certification and, where the programme requires it, university entrance testing.
