Will Russia recognise your foreign degree? The automatic list holds 404 universities

This is a different question from an apostille

An apostille confirms a document is genuine. Recognition answers something else: whether it carries the same rights at home as a Russian degree. They are two separate procedures, and the first does not stand in for the second — we have a separate piece on that.

The law says it plainly. Recognised foreign education gives its holder the same academic and professional rights as the corresponding Russian education — Article 107, part 2 of the federal law on education.

In practice: with a recognised degree you enter a Russian master's programme, take a job that requires higher education, and work in a profession where the diploma is checked. Without recognition it stays a piece of paper with an apostille on it.

There are three grounds, and they differ in speed

Article 107 gives three routes, and you do not get to choose between them — which one applies depends on your university and your country.

An international treaty. Where Russia and the country have an agreement on mutual recognition, the degree is recognised under it.

The government list. A separate register of universities whose degrees are recognised with no procedure at all.

The Rosobrnadzor procedure. Everything else — an expert review and a certificate of recognition.

404 universities, and entry is arithmetic

The list is approved by government order No. 186-r of 30 January 2023 and is revised regularly. After the February 2026 revision it holds 404 institutions from 39 countries.

The test for inclusion is mechanical, set by government decree No. 326 of 5 March 2021: a university must be in the top 500 of at least three of five named rankings. They are named outright: the Academic Ranking of World Universities (ARWU), QS, Times Higher Education, U.S. News Best Global Universities and the National Taiwan University Ranking.

Which leads somewhere that surprises people: a university can be strong, respected and the best in its own country, and still not be on the list. The rule does not assess teaching, it counts ranking positions. We have a separate piece on what those positions are made of — 45% of a QS place is survey answers.

The February 2026 revision added only four universities: Verona, Khalifa University in the UAE, King Khalid University and the University of Lugano. Khalifa is in our catalogue — and before February 2026 it was not on this list.

China and Italy: a treaty does the work there

For the two destinations we are asked about most, the answer is simpler than it looks, and the list has nothing to do with it.

China. The agreement on mutual recognition of education documents and academic degrees was signed in Moscow on 26 June 1995. A Chinese degree is recognised under the treaty, so whether a particular university sits among the 404 does not matter.

Italy. The agreement was signed in Rome on 3 December 2009 and came into force in 2016.

That is the practical point about the first ground: it is wider than the list. A treaty covers a country; the list covers individual universities inside one.

If there is neither treaty nor listing: time and cost

The third route is not a disaster, it is an ordinary procedure. Rosobrnadzor decides on the basis of an expert review, which establishes the level of the education and which Russian rights it is equivalent to.

The limit is 45 calendar days, extendable by another 45 where further enquiries are needed. Three months at worst.

The state fee is 6,500 roubles for the certificate of recognition — item 49, paragraph 1 of Article 333.33 of the Tax Code. A duplicate certificate is 300 roubles.

The application can be filed electronically, and so can proof of the fee, through the state services portal.

Do this before you enrol, not after

Check the ground before you pay for the first year. The question is: does Russia have a treaty with this country, and if not, is this university among the 404.

If neither, budget three months and 6,500 roubles. That is not a reason to drop the university; it is a reason not to discover the procedure in the July when you need the degree.

And do not confuse recognition with legalisation. You will need the apostille regardless — it is about the paper being genuine, not about rights.
