Stipendium Hungaricum: why the application does not go to Hungary

What the programme is
Stipendium Hungaricum is Hungary's state scholarship programme for international students. Under its terms tuition is covered in full, and accommodation costs are supported separately.
Applications for 2026/27 are open. But before looking at programmes and universities, it is worth understanding how applying works β because it works differently from most scholarships.
The programme rests on bilateral agreements
Stipendium Hungaricum is not a single worldwide competition. It rests on bilateral educational cooperation agreements between Hungary and other countries. On the Hungarian side that is the ministry responsible for education; on yours, the body the programme calls a Sending Partner.
There are now over a hundred Sending Partners across five continents, and the programme's geographical scope widens each year.

What follows for an applicant
Everything else about the programme follows from those agreements:
- Your Sending Partner has to nominate you. Under the call for applications, an application is only eligible if the responsible authority of the Sending Partner has nominated the applicant.
- A partner nominates only its own citizens. Applying through someone else's partner, on better terms, is not possible.
- The deadlines are the partner's, not Hungary's. Each Sending Partner sets its own dates and its own submission requirements.
- The range of programmes is set by the agreement too. Which levels, types of study and fields are open to you depends on what the cooperation programme with your country says.
Why this changes the strategy
The main consequence: your competition is national, not global. You are not up against every applicant to the programme, but against those your Sending Partner considers, within the places allocated to it.
The second concerns timing. People work to the Hungarian deadline when the one that decides their year is their partner's, which is usually earlier. Miss it and you lose a year however strong the application.
The third: the list of partners changes between cycles. It has to be checked for the current round, not read off last year's article.
Where to start
Start not with the choice of university but with two questions: is your country among this cycle's Sending Partners, and which body actually plays that role. Both answers are published on the programme's own site.
Only then is it worth looking at fields of study: what is open to you is set by the agreement, and some Hungarian university programmes may fall outside it. Choosing from the full catalogue and then discovering your field is not covered is the most galling way to lose time.
